Michael is a manager, an ICT policy and legal expert and a law reporter. He is the Chief Executive of the National Council for Law Reporting (Kenya Law), a state corporation in the judiciary of Kenya that is the official publisher of the Kenya Law Reports, the Laws of Kenya, and other public legal information. Kenya Law is an affiliate institution of Creative Commons. For the last eleven years, Michael has been working on making Kenya’s public legal information open and universally accessible and in advocating for an ICT policy, legal and regulatory environment that preserves the openness and neutrality of the web. He is the author of Cyberlaw in Kenya and is Kenya’s designated contributor to Wolter Kluwer’s International Encyclopedia of Cyberlaw.
