Boston has a new district assignment plan that will save the city millions of dollars in bus fuel costs. HOWEVER, the costs to the city’s poorest residents will far outweigh any benefits.  The new zones would concentrate a large number of struggling schools and prevent low-income students from attending some of the higher-performing ones…
