Human Rights Watch (HRW) claims 38 “ghost detainees” held in CIA prisons are missing and in a letter sent to President Bush, the group demanded to know the whereabouts of the detainees.

According to HRW the suspects have been in U.S. custody since 2001.
“The Bush administration needs to provide a full accounting of everyone who was ‘disappeared’ into CIA prisons, including their names, locations and when they left U.S. custody,” said Joanne Mariner, Human Rights Watch (HRW) terrorism and counterterrorism director.

It’s difficult to know whether Canada’s $29-billion post-secondary education system provides value for money because the country does such a poor job tracking the sector’s performance, a government-funded agency says.

The blunt assessment in the first national review of Canada’s post-secondary education, released yesterday by the Canadian Council on Learning, was also accompanied by a warning about the consequences if national objectives and targets for the sector are not established. […]

Students will make their own decisions about where they should study. If a “rating” system is established, there is a danger that universities will focus upon meeting arbitary benchmarks, rather than providing the best possible education to their students.
