An article in the Hindustan Times today demonstrates the lingering suffering for victims of massacres in India and the problem of inadequate reparations.  This article focuses on the inability of victims to repay government loans awarded after the violence.  After arrest warrants were issued and property was attached for 1000 defaulters, the Bihar government has asked the Central government to forgive the loans or it will repay the debt.  As in Gujarat and Delhi, most of the perpetrators of the carnage remain unpunished:



The Hindu-Muslim riots that ripped through Bhagalpur town and its vicinity for over a month in October 1989 left about 1,200 people dead and maimed twice as many. Some of the culprits were convicted but most are still to be brought to justice.
