Fourteen years after the Chandigarh bomb blast, and ten years after being imprisoned, Davinder Pal Singh Bhullar will finally have charges framed against him. Bhullar, along with Pratap Singh and Gursharan Kaur, is an accused in the 1991 explosion aimed at Chandigarh SSP Sumedh Singh Saini.


The Punjab police disappeared Bhullar’s father in 1991 and repeatedly harrassed and tortured his family. Bhullar’s counsel has argued that the Punjab Police framed him for the attack on Saini to prevent him from pursuing the case of his missing father.


The court recently set May 9 as the date for the framing of charges. The defence has moved an application before the court for the discharge of Pratap Singh and Gursharan Kaur on the grounds that the prosecution’s two witnesses, on whose testimony they stand accused, are either missing or dead. The prosecution moved another application that another witness, Paramjit Kaur, be summoned to court.


Bhullar has been imprisoned since his deportation from Germany. The Supreme Court sentenced him to death for the 1993 explosion in Delhi, that killed nine people. On January 18, Bhullar stated that the police had forced him to confess to the 1993 blast and then used this forced confession to fabricate a case against him.
