Third time’s the charm?

The first ruling on habeas review for Guantanamo prisoners under the Detainee Treatment Act of 2005 compares the Bush administration’s argument to Lewis Carroll’s poem “The Hunting of the Snark”:

“Lewis Carroll notwithstanding, the fact the government has ‘said it thrice’ does not make an allegation true.”
