Plans for Salem’s Harbor Power Station: Realpolitik or Missed Opportunity?

Bedeviled by a Dirtball
The Salem Harbor Power Station is one of the region’s dirtiest coal- and oil-burning power generators. For six decades, the plant has occupied sixty-two acres of prime waterfront real estate, cutting residents off from all other historically and economically significant maritime uses on shore. Its hulking facility, topped by two smokestacks that pierce the skyline, has visually dominated the coastline not only for its Salem neighbors, but also for folks in Beverly and Marblehead.
Zombie Infrastructure
And it has spewed tons of pollutants into the air. As the Denver Post put it in an article about these many long-in-the-tooth dirty power plants, “Utilities dragged feet”:
These plants have been allowed to run for decades without modern pollution controls because it was thought that they were on the verge of being shuttered by the utilities that own them. But that didn’t happen.
Indeed. The Salem station was one of those zombie economy necessities that refused to die: a lot of people shrugged and accepted it as an unavoidable evil that had to be borne. After all, the region is famous for being bedeviled, right? The struggle to force either a clean-up or a closure of the Salem station was epic – but now it’s finally happening.
Or is it?
There’s a dearth of information about how the situation went from “the plant is closing” = “really new opportunities” to “the plant is dead” = “long live the plant,” but some weeks ago, the latter option grew in strength when the station’s current owner, Dominion, began negotiations to sell the property as-is to New Jersey-based startup Footprint Power. The latter wants to operate a natural gas-burning power plant at the site. Admittedly, natural gas burns cleaner than coal or oil – but wait! There have been hints that the backup fuel could be …diesel oil. Because, you know, depending on the markets, natural gas might become too expensive and we’d have to go back to something a little dirtier.
It seems zombies are hard to kill dead.
Why has there been no recent public input on the plans?
On June 26, Andrea Fox of Green Drinks of Greater Salem moderated a discussion of current plans for the station. The three presenters – Healthlink‘s Jane Bright, State Rep. Lori Ehrlich, and attorney Jan Schlichtmann (whose work has often focused on environmental issues) – questioned the plans now on offer. Schlichtmann in particular pointed out that, while there was a surge of interest initially in what would happen to the site, the recent negotiations between Dominion, Footprint, and Massachusetts politicians have effectively put a kibosh on any further public input. The Green Drinks discussion was essentially meant to breathe some life into the conversation. It seems that as soon as the corporation(s) decided on a course of action, the people rolled over and went quiet.
The lone voice speaking in favor of Footprint Power’s plan was Shelley Alpern, a Salem resident and member of SAFE – the Salem Alliance for the Environment (but she made it clear that she wasn’t speaking on SAFE’s behalf). Alpern’s cred as an environmentalist goes way back, so it was surprising to hear her question the vision for a sustainable redeveloped waterfront site and instead pleading Footprint’s case.
The arguments at Green Drinks revolved around the following:
- how much will it really cost to clean up the brownfield site? Some put the price tag at $75m, others argue that this number is inflated and meant to scare people into accepting Footprint’s option, lest the alternative be “the padlock” (meaning the site just gets shuttered and turns into a decaying eyesore versus a toxic waste spewing eyesore). - is the lifecycle of natural gas really that much better than coal or oil? Sure, it’s cleaner (somewhat) and currently cheaper (somewhat), but no one knows how the markets are going to shape prices in the future, near or far. And what about the externalities and costs consumer don’t directly see when the natural gas is extracted, such as the enormous environmental cost of fracking? What about the dangers of putting pipelines, which will inevitably break down and leak, through watershed areas? There are already pipelines running from Nova Scotia in Canada, through Beverly, and into Salem. What’s their “lifecycle”?
- will Footprint Power keep its promises? Some stakeholders have been told by Footprint that a natural gas-burning plant might need to use diesel fuel as a back-up; some were told that the existing plant might have to stay on for some time (vs being dismantled). Other stakeholders have heard no such thing when they sat down with Footprint – but we’re dealing with corporations, and with energy corporations, to boot …not exactly always the white-hat guys.
- what of the missed opportunities to develop something truly amazing?
That last point – missing opportunities because vision is lacking – strikes me as the most compelling. Rep. Ehrlich made the case in a Marblehead Reporter op-ed on May 14, 2012, Vision still lacking at Salem power-plant site (also available on her website, here). The column sparked a flaming letter-to-the-editor in response, Get over the aesthetics; think clean energy, whose author compared opposition to off-shore (and backyard) wind turbines to a kind of la-la-land NIMBYism that wants a “pretty” picture without facing the inescapable reality of our energy needs. His point was that Ehrlich and those who think like her are in la-la-land because we pussy-foot around the fact that we still need to get our energy from somewhere, while he is a realist who understands that Footprint’s proposal is the region’s best bet.
I think it’s a false choice.
Macro / Micro
Consider for a moment perspective. What the critics, especially Ehrlich and Schlichtmann, have is a fine-grained, close-view perspective. It reminds me of Jane Jacobs‘s analysis of neighborhoods at the street level. She looked at the details and decoded what she termed a street ballet, understanding that how people use a thing (a street) – and how they are able to use it – determines the whole, irrespective of how much planning-from-above tries to predict outcomes. This was pretty much in opposition (at the time) to the thinking of professional planners, who believed that streets must be rationally planned (preferably according to the needs of the automobile) and that buildings, placed according to mostly “ideal” reasons, would determine uses. If Jacobs had a micro view, the planners of the day had the macro view.
It strikes me as ironic that the micro-view is actually the Big Picture “vision” view, and that the macro approach, which tries to account for a larger perspective, has a blind spot about the “users” or people on the ground. The Realpolitik view defaults to the macro – and I count Alpern’s approach here. Expert knowledge about hydro-fracking regulations in Bulgaria and Pennsylvania is good to have, but it’s not enough to impel local people to act differently. Local inertia is a strong force, and if you build another power plant, you will have another power plant. For another sixty years. But if you give the people who actually want change the power to control their destinies, they can move the rest of us out of our inertia. That’s the claim mocked by the letter writer who thinks a power plant alternative is la-la-land thinking – but what is the alternative? Another planned-from-above mega-project that repeats many of the same patterns established by the old project?
Deep waters, old uses
Schlichtmann made the truly relevant point that Salem’s history was built on maritime industry. The current site of the Salem Harbor Power Station is Salem’s only deep-water port – what passes for the city’s tourist harbor is a shallow pond, incapable of harboring bigger vessels. The original coal-burning plant was built on that prime spot because of the deep harbor, which allowed ships to offload coal. It’s an incredibly shortsighted move willfully to dismiss an opportunity to reclaim that harbor for what it represents (Salem’s fantastic seafaring history). All around the industrialized world, cities are reclaiming waterfront that was savaged by mono-uses (waterfront freeways, power plants, factories, etc.), and reintegrating them into a more sustainable urban fabric. Why should Salem shut itself out from that renaissance?
Well, because we need energy. But consider this: ISO New England has said that there’s no longer any need for a power plant in Salem. As Ehrlich noted in her column, “The old plant is barely running, and ISO, the region’s reliability-cautious grid operator, said that power production on that site is no longer needed. Why such an enormous plant?”

Do green and make green
October 11, 2010 at 10:45 pm | In architecture, green, housing, land_use, real_estate, vancouver, victoria | 1 CommentThere are times, I think, when having a tumblr (vs a blog) would be cool – then it would be enough just to post, free-standing, the smack-down that Peter Busby (“one of Canada’s leaders in green architecture”) gives Bob Rennie (“the influential Vancouver condo marketer who is the last say for many developers on what will sell”).
In this conversation recorded by Frances Bula, Busby and Rennie have just started talking about Victoria BC’s Dockside Green:
Mr. Busby: It [Dockside Green] did not make money because it was priced competitively against non-green product. Dockside was competing against buildings that weren’t trying to do anything in terms of green, so [the developer] didn’t get much of a premium in the marketplace for his green features. And that came out of his profit. And that’s why the project’s dead right now. And that’s why we have to have improved building codes. They must pay for a better envelope. Everything else is greenwash. If you don’t make a better building that performs better, you’re just putting green fuzz on buildings. (source)
I’m not heartened by reading Busby’s assessment of Dockside Green (that it’s “dead”), but he is so right to talk frankly to the marketer. I’ve been to developer luncheons – where there actually were developers who did real green projects – and their marketers (whom I spoke to as well) couldn’t get the facts, or push them into the marketplace. And I have no doubt that by the same token there are plenty of developers who continue to convince the moneybags and the marketers that it’s not possible to do green and make green.
I’d like to start something in the space between their arguments – work on retrofitting existing housing, for example. So much work needs doing there.

n.b.: I do appreciate Bob Rennie’s last (literally) word:
Mr. Rennie: I’ll be there. But we can’t just tell the consumer to pay more. This has to work for them and, if it doesn’t, they aren’t going to buy it. They’ll move somewhere else, out of Vancouver. And, in the end, that’s what we have to look at, not just what rich people in the city are willing to pay for.
He gets it from the marketing p.o.v.: it’s no good if what you’re doing drives people away. Getting more people into your city is actually a good thing (something that too many people in Victoria absolutely do NOT get, sadly).
A glance across the threshold
August 4, 2010 at 10:43 pm | In architecture, land_use, real_estate | 2 CommentsA while back, I read A. Alfred Taubman’s Threshold Resistance: The Extraordinary Career of a Luxury Retailing Pioneer. As I noted on my LinkedIn Reading List Update,
An unusual book by an unusual individual: A. Alfred Taubman is a real estate developer (who has been accused of “malling” America); an art collector; former part-owner of Sotheby’s; a family guy; philanthropist; major booster of Detroit (Detroit!); …the list goes on. At times I wondered whether I’d like Taubman if I met him; other times I was sure I would. He writes like an Everyman – he is, however, anything but an Everyman. It makes for an interesting tension in reading the book: Taubman makes you understand his world (sort of), even if its self-made-man tycoon-ishness remains outside your grasp. There’s a lot to learn here, about how developers think, what makes them tick, and why-and-how urban and suburban development issues are definitely two-edged swords.
What that means – in a nutshell – is that I learned a lot from reading Threshold Resistance and recommend it.
Today I had to look up the book online and thus came across Alfred Taubman’s site and blog. Tremendous energy – he doesn’t stop. For example, this fall he’s teaching a course at Lawrence Technological University on architecture and real estate (ARC 5732, “Land Economics/The Architecture of Development”). His post lists the guest talent he lined up: Rafael Vinoly, Eugene Kohn, Michael Graves and Kenneth Walker.
Agree or disagree, it’s hard not to be awed by Taubman’s energy and drive. And whatever position you take regarding development – urban, suburban – you need to understand how key individuals who are unique and visionary (even if you don’t agree with their vision) approach the matter.
If ARC 5732 were available online, I’d audit it.

A while back, I read that Vornado Realty Trust left a big hole in Boston’s Downtown Crossing …after demolishing Filene’s Basement.
That was “wow” #1 (not a good wow): Gertrude Stein smelled a rat when she wrote, “there is no there there,” which I’m freely marrying to her “rose is a rose is a rose” to say that “-ectomy” is an ectomy …is an ectomy …is an ectomy.
In another context, we might easily just call it a hatchet job.
Realize, dear reader, that Filene’s Basement was surmounted by a venerable piece of architecture, … namely Filene’s. (… ^Illustrated above)
Alright, I admit to an attachment to traditional (old) department store architecture: it’s a built form that has tons of embedded intelligence, and yep, it’s one of those built forms that, once you tear it down, it’s gone. And it takes a huge chunk of civic and urban history with it.
But alright, let’s move on: since it is already torn down – and the new project is not being built – at least (for the love of it all) put something interesting and striking (and bloody useful!) in its place (even temporarily).

All in all, if you read through those links you’ll see that Steven Roth and Vornado have done a heck of a job – the company has given development a very very bad name. That by itself should get them a black eye. That this company has taken out department stores (like Filene’s and Alexander’s) and the social history they embody makes it even worse.
PS: I was going to write a “part 2” to last night’s post about Salim Jiwa’s talk at Social Media Club Victoria. It will have to wait until a later date – I want to gather my thoughts about this, and have had no time to do so today.
Insights from “The reinvented city”

First off: Andres Duany is on a tear against NIMBYs, and suggests making decisions via “juries.” There’s lots to like in that proposal.

One, from Planetizen:
“It’s so out of control,” said Duany, referring to the current state of public participation in planning decisions in the United States. “It’s an absolute orgy of public process… basically, we can’t get anything done.”
Charrettes – intensive design meetings where planners and architects work alongside the public to educate them on the city’s proposals and coax out their own ideas on how their cities should be formed – have been a mainstay of Duany’s practice for years, so he’s no stranger to public engagement. But now he is saying what many involved in land use have come to believe but can’t really say – that the process of soliciting the public’s opinion has gotten out of hand and needs to be reformed.
The central problem, according to Duany, is that the immediate neighbors to a proposed development are brought in to speak on behalf of the whole community. These neighbors obviously have a vested interest in what happens in their backyard, and an emotional connection to their space. They also often have a financial stake in what happens, with their life’s savings tied up in their home. “We’ve tainted the process by not understanding that the neighbors are a special interest,” says Duany. “They are not the community.” [amen.]
Duany’s proposed solution? A randomly-chosen group of citizens, brought in to represent the community similar to the jury system. Evidently such a system is alive and well in Perth, Australia, where a group of community members is chosen randomly, brought up to speed on the issues, and asked to give input on how development should occur. Without such a process, Duany says, the process is taken over by “a bunch of little mobs, invited in by idiot public planners.”
Alternative energy projects are particularly at risk, according to Duany. The public at large sees the growing need for turbines and solar panels, but locals are fighting to keep them out of their neighborhoods. Is this the goal of city planners, who for the last couple of decades have worked passionately to create systems of bottom-up urbanism? Or is Duany right- is it time to create new models of public participation? (source)
Note that last bit, re. alternative energy – I blogged about this (Windspill), inspired by an article (From Oil Spills to Wind Farms, From NIMBY to BANANA) that made the same point: NIMBYs in Massachusetts miring an off-shore windfarm proposal, while at the same time we get this oil clusterfuck-disaster in the Gulf of Mexico.
Two, from Building Blocks (St. Louis Today):
Duany insisted that the future of development is mixed use: jobs, homes and leisure opportunities clustered in sufficiently dense ways to allow people to walk more, take public transit more and drive less. Driving equals unhappiness, Duany indicated, adding, “New Urbanism is all about making people happy.”
After no one stood up to denounce happiness, Duany went on to be a bit provacative. Forget the NIMBYs who try to kill almost any endeavor, he said. NIMBYs comprise nothing more than a special interest group that should be ignored when, say, a new power line is needed to link a windfarm to customers. Such infrastructure should be built because its clear advantage to a region outweighs the opposition of the few who would live near the wires, Duany said.
“You can’t have tiny tiny special interests block the big infrastructural needs,” he said.
A good way to get approval of what gets built where could be to turn over the job to juries whose members are randomly selected from across a region. That way, projects pushed by professionals would get done quickly, Duany said. (source)
From the same article, further down, a discussion of complaints from mayors about mingy state funding. Sound familiar? How many more times do we have to listen to our mayors complain about the lousy 8-cents to every 1-dollar municipalities in Canada collect?
Two former mayors–Manny Diaz of Miami and Greg Nickels of Seattle–also were on the bill. After touting their efforts to make their cities greener and more sustainable, they voiced some frustrations in tones familiar to those that emanate from St. Louis City Hall. Nickels and Diaz said their state legislatures simply don’t get it. Too often they deprive cities of money and fail to understand that metropolitan areas are the main drivers of the nation’s economy. Diaz said too many states would rather add unneeded lanes to rural highways than help build urban transit lines. (source)
And, from the same post, urban growth will be in suburbs. That’s another reason why Victoria, the city I currently live in, better get its ass in gear, before its downtown deteriorates beyond the point of no return:
Experts agree that over the coming decades, most urban growth will be in suburbs, which need to adapt by replacing featureless sprawl with inviting, pedestrian-friendly streetscapes. June Williamson, associate professor of architecture at the City College of New York, gave a shout out to Crestwood Plaza on Watson Road, holding it up as a suburban mall re-inventing itself–at least for now–as an arts center.
Duany, in his characteristally blunt way, said a day earlier that while small shops at outdated malls are “junk,” the malls are ideal “holding tanks” for 21st century mixed-use town centers. Malls are typically located on main streets or even transit lines. The big-box anchors can be converted to offices or call centers, he said. Williamson said the United States is seriously over stored. The U.S. has 20 square feet of retail space for each citizen while Europeans get by with 3 square feet each, she said.
Over and over, speakers pointed out that while cities are efficient, many of their urban centers are losing population. One city discussed has lost half its population since 1950, is a declining center of corporate headquarters, has thousands of acres of largely vacant land despite the presence of a renowned children’s hospital, a famed symphony and a lively downtown restaurant scene. St Louis? No, Cleveland. (source)
Three, from California Planning and Development Report blog:
Last year shopping mall giant Westfield floated a proposal for a 49-story tower in Century City, part of a master plan to reinvent one of the great prototypical edge cities. The problem, though, is that Century City is no longer on the edge of anything. It’s smack in the middle of some of the most congested streets and expensive residential real estate east of the Ginza District.
The city Planning Department liked the project. But, naturally, the neighbors got involved, and some, you know, hemming and hawing ensued. When the metaphorical dust settled and the City Council approved the $800 million project, the building had lost ten floors and four local homeowners associations called off their lawyers. Of course, the “project” existed only on paper in the first place; critics say that the developer drew the extra ten stories only so they could be lopped off as an expendable peace offering.
A triumph for the little guy? Not so much. Borderline extortion and bribery? Perhaps. Several of the four homeowners associations paid for their petitions with war chests won from agreements with other developers; no word on whether Westfield paid them off in this case. (source)
Good grief, does that ever sound familiar…
Back to matter of juries, here’s another description of that system:
Duany proposes that cities adopt a hybrid of a grand jury and an electorate: 200 (or however many) ordinary citizens randomly sampled and empanelled to learn about, deliberate on, and render a decision on proposed projects. He notes that the wisdom of democracy does not lie in participation — which depends simply on who shows up — but rather on sampling.
The recommendation of that random sample would stand for the interests of the entire community and be balanced against those of the other two parties. Though public officials would typically have the final say, the panel would give them cover to make decisions that might enrage the neighbors. (source)
Note: “200 (or however many) ordinary citizens” is not a tiny hand-picked crew, which is what we’re seeing in Victoria, where the political leadership has taken to hand-selecting without any sort of process a tiny group of people to act as “citizen advisors.” It’s a highly flawed process – and the advisory panels or committees (the designation keeps changing) meet behind closed doors, no agenda is posted in advance, and minutes consist of skimpy notes available months later. #fail

Guess what? Park Avenue used to be …a park
March 6, 2010 at 7:55 am | In cities, guerilla_politics, jane_jacobs, land_use, real_estate, social_critique, street_life, urbanism | 3 CommentsA gazillion years ago when I was 17 I traveled solo to Paris, as part of a 3-month sojourn in Europe where I took trains and hitchhiked (molto pericoloso!) if the trains didn’t run to where I needed to go. The fashion of the day was halter-tops, bell-bottoms, and platform shoes …which gives an indication of the era I’m talking about.
When I got to Paris, I was frankly disappointed. It was summer, therefore hot, and the city was choked to the gills with cars. Lots of cars. The automobile had absolute priority over everything else: no sidewalk cafe seemed safe from an intrusive bumper or stinking car exhaust, drivers “parked” on sidewalks, and basically the whole show was a mess.
At one point, I thought, “The car has killed this city.”
Paris, for pete’s sake. How could you not love Paris?
Well, cars are pretty intrusive. It takes training to tune them out, and I wanted to let the city in, not have cars run me over.
It’s so damn obvious that cars destroy a city’s street life, yet we’re only now getting policy-wise and serious about stopping urban death-by-car.
So, props to Streetfilms for this video, Fixing the Great Mistake: Autocentric Development. From the description:

Watch and see what Park Avenue used to look like, how we ceded it to the automobile, and what we need to do to reclaim the street as a space where people take precedence over traffic.
Oddly, Manhattan traffic struck me as electrifying when I experienced it a couple of years after Paris: a kind of visceral thrum that drove energy into your bones. (Of course that might just have been NYC itself at work, its automobile traffic a white noise to the energy of its people.) But New York City with fewer cars is obviously a great idea.
When you watch this video and see Paul Steely White sitting on a tiny little strip of grass, the vestige that remains of the “park” in Manhattan’s Park Avenue, you really get an idea of what was …and what could be.
Added bonus in the video: a reference to Robert Moses, exporter of super-highways as well as mostly gracious Westchester parkways, but too often a destroyer of the urban street fabric, aka the man Jane Jacobs beat. Entitlement

Much of the strangeness comes from their huge sense of entitlement, which is weirdly crooked, and is based in large part on this crazy notion that, since we live in the best place on earth, we’re entitled to act with an attitude of entitlement – even though we have done nothing to earn it, for what can you do to earn the beauty of nature, which is our only saving grace? Yet the entitlement attitude persists. For example, at the downtown YMCA where I work out, women steal from other women in the membership-plus changing rooms. These are members who pay a premium for a “plus” membership, yet they steal from other “plus” members. It’s the sort of behavior locals might associate with “the big city,” except we’re not the big city. We just think we can get away with shit.
For those who are wondering why I know about thieving at the gym: because I read the posted notices about upticks in petty theft; because I make it a point to talk to people; and because I’ve seen women looking for items that, whoops!, went missing in the blink of an eye. What’s also interesting is that the women who steal don’t just steal from other women, they also steal from the gym. Who would steal from the YMCA, I wonder? It’s all small stuff (the facility’s towels, or other members’ high-end cosmetics, or maybe a $20-bill that’s left unattended in an open locker for a few minutes), but it adds up.
To what? Misplaced entitlement.

Without a doubt, Victoria is one of the most naturally beautiful (urban) places in Canada. It’s the low-rise yin to Vancouver’s upright, high-rise yang. However, there is nothing, not a single thing, that the people who live here have done to create or to earn this beauty.
Our older residential core neighborhoods are quite pretty – they are densely built up (a good thing) and are incredibly leafy, festooned with an abundance of fabulous trees (which city workers strive hard to maintain), and of course year-round greenery. Some folks start mowing lawns in February. Aside from the bouts of landscaping mandated by the Ministry of Perpetual Gardening (that’s a joke, coined by David Burke), we haven’t, however, done anything to earn natural beauty: it’s just there, and it grows on, just as the Olympic mountains across the Juan de Fuca Strait simply exist, just as the granite outcroppings simply are (when we haven’t blasted them to smithereens to build a subdivision), just as the ocean ebbs and flows.
What we have actually built – particularly since World War II and particularly where it really matters, namely in our downtown where the urban part of our urban existence should shine – is largely awful.
In Vancouver, the beauty of the recent built form is earned. People in Vancouver built it, they built it in the last 30 years, and it looks great. It looks even better set against the unearned majestic beauty of the landscape: looming close-up mountains (very yang and very different from our far-off and therefore yin elevations) and restless ocean, beaches and the thick forests of Stanley Park.
But in the past 75 years, Victoria’s downtown has earned little.

Old Town (photo, above) and Chinatown are charming, but their structures were finished around the turn of the century before the last one. What was added last century is for the most part a dog’s breakfast – whether we refer to Centennial Square, to the uninspired commercial buildings that replaced older (and actually taller!) buildings, or to the wasteland of one- or two-story buildings lining what should be key shopping streets (which now sport far too many “for lease” signs).
Face it, Victoria’s more recent “pretty” parts aren’t downtown, they’re in the village centers of the older neighborhoods, from Oak Bay Village to Cook Street Village to Fernwood Square, to James Bay, and so on. (And even then, some of those areas would be boring white-bread toast if it weren’t for the trees.) Downtown has been left to languish, and aside from recent handsome Humboldt Valley developments (which the NIMBYs fought tooth and nail), there is little to please the eye.
Downtown as a whole has in fact turned into a slightly watered down version of Vancouver’s Downtown Eastside (and yes, Vancouver isn’t perfect as it has a huge problem there), with panhandlers, drug addicts, and the mentally ill sleeping in the entryways of all those useless one-story buildings with the empty storefronts sporting “for lease” signs.
I can put a date on when things really changed: in 2005, seeing a trio of emaciated, hollow-eyed addicts tweaking (see def. #4 under “verb”) at 3 p.m. on the SW corner of Vancouver Street and Rockland Avenue was unusual enough to make me call a friend on the neighborhood’s community board: “Hey, I just saw a two women taking their clothes off, trying to hook passers-by, and there was a guy with them who looked like he was their pimp. All three of them seem totally strung out…”
In the five years since then, I’m not surprised anymore by anything I see in my neighborhood or along Rockland Avenue (on my way to the YMCA), even though this is a “nice” area. Junkies, people smoking crack in Pioneer Square (where a sign reminds me that I can’t walk my dog, even as the clean-up patrol daily comes ’round to pick up used needles), human feces, vomit, guys peeing against buildings, people tweaking.
Most mornings (and especially on recycling day), I wake (and fall asleep again) to the dawn-time jingle of “binners” pushing (stolen) shopping carts past my window, in search of bottles to take to the nearby Bottle Depot. In 2005 there was one single binner, “our” binner, in this neighborhood. Now there are dozens, competing for the scraps we might toss out.
I used to write blog posts about how awful this human misery is (looking for this post, I realize I published it as “private” in 2005, meaning that no one was ever able to read it; go read it now, and most especially listen to the singing iceberg, linked at very end). I used to support all the pious studies for how to end homelessness.
But I almost don’t care anymore. It’s so depressing to see this acceptance of drug use and destruction, and to see it wash over every block of your neighborhood and your downtown. Of course the homeless, most of whom have mental health problems as well as drug addictions, are left to fend for themselves by Federal and Provincial governments that have handed the problem to cash-strapped municipalities. The municipalities make all sorts of lovely noises about task forces and helping and asking Mr and Ms Jo-Shmo Citizen to kick in some extra money for shelters, but things have just gotten worse. At the same time, because the poor and the hard to house really are getting shafted by senior levels of government, everyone on the street (which tacitly includes us, the non-homeless residents) feels that they, the homeless, really are entitled to be exactly where they are: on the street, making everyone feel guilty or bad or fed up.
Because (the thinking goes) where else, after all, can they go, given that the services they need are located in the city?
You see where this is going? Here, even the homeless are entitled. Because if there’s one thing that’s true about entitlement, it’s that you don’t earn it. You just take it.
And all the while, we build nothing of beauty, even as those of us who have housing smugly think we’ve done something to earn the natural beauty that surrounds us. That’s why everyone likes to bleat on about the lifestyle here.
Gag me with the lifestyle already.
This isn’t Lotus Land, but we are surely Lotus Eaters: addled into feeling we’ve earned the natural beauty, we’re totally apathetic about actually creating a built beauty, blind to how cheap and ugly-looking Victoria, in particular its under-built and under-utilized city center, has become.
A retired city worker recently told me that much of Victoria’s downtown real estate is owned by families, some of whom have held the property for generations. They don’t need to sell it (they’d be penalized with capital gains taxes on the sale), they make enough from renting the ground floor out to some crap store that sells t-shirts to the tourists, and they don’t bother with a seismic retrofit of the upper story, they just leave it empty. In other words, it’s blood-sucking, half-empty, not-earning-its-keep, underutilized real estate that the trust fund kids can keep in their back pockets, collecting the monthly $5000 to $10000 in rent, all without doing a stitch of work or doing anything useful with the building. That, according to my source, is a big problem with real estate in the city.
Now, if I were running the show, I’d make it illegal to have property downtown that isn’t operating at a minimum of 5:1 FSR. That would put the fear of god into any useless leech who owns valuable land downtown but does nothing with it to improve the commonweal.
But then again, in this city of entitled Lotus Eaters, “developer” is a dirty word. The anti-development NIMBY crowd thinks that development contributes to the city’s ugliness. Oh kids, grow up. Our built city (not its natural setting) is ugly because it’s underdeveloped.

Now, there’s a codicil to this rant…
I believe that the desire to have earned what is naturally given is what underwrites the burgeoning and absolutely exciting currents of outright biophilia that in our region finds expression in land conservation, in stewardship, and in the uptick in environmental groups and causes and projects. The Capital Regional District (that is, Greater Victoria and the surrounding municipalities from Sooke and Metchosin in the west through to Saltspring Island in the Georgia Strait to the east) and the Cowichan Valley Regional District just to the north of us are home to eco-living initiatives gaining world-wide attention. (More on those in a later blog post.)
The biophiliacs are trying to earn beauty through environmental stewardship – and they’re succeeding.
But as a fan of cities, I wish that my fellow urban biophiliacs would spend a bit of energy on fixing our built environment, so that we can earn an urban beauty worthy of the fabulous natural beauty that surrounds us.
I’m not sure whose “job” this is. As far as I can tell, the city’s urban planners are asleep at the wheel, as are the politicians. If I had a magic wand, I’d kick them all to out and do what Vancouver did: hire the best, hire people with imagination. The latter is nowhere in evidence in Victoria, and it’s also missing in our largest neighboring municipality, Saanich, judging by the atrocity of Uptown (a shopping center redevelopment) now under construction.

So that’s my wish: I want us to lay off the Lotus Leaves that lull us into thinking we’ve earned the natural beauty that surrounds us, and to focus instead on earning a built beauty that aspires to be the best. And I want the NIMBYs who try to thwart development downtown to take a hike. Come back when you’ve earned the right to contribute, otherwise you’re just acting entitled.

Bamberton, Public Participation, Design Thinking

The forum was sparked by an installation, Bamberton: Contested Landscape by Cedric and Nathan Bomford, at Open Space. That installation is itself informed by the redevelopment of Bamberton.
Situated to the north of Victoria, Bamberton lies on the shores of Saanich Inlet, across from Butchart Gardens. It used to be a cement manufacturing plant, founded in 1912. Operations ceased in 1980, and in 1982 the property was sold. Various redevelopment plans have come (and gone); the most recent is described here. Oh, and here.
This afternoon’s forum dealt with development and land use issues outside Victoria, many of which I’m not familiar with, especially as they relate to forest lands (including Crown lands – I confess that I have a lot of difficulty wrapping my head around the idea of “Crown” land) and greenfield development / sprawl. (Bamberton is a brownfield development)
I came away with the sense that development outside the city of Victoria tilts heavily toward benefiting developers, who don’t appear to be legally obligated to consult with the community before crafting proposals that are generally not publicly presented until it’s time for a public hearing (which only happens if the project requires rezoning or variances).
The question, then, is how do you get public participation that’s timely, and how do you structure a collaborative process – versus a stand-off (which is what seems to happen too often presently).
Guy Dauncey was one of the participants this afternoon and as usual his comments struck me as the most incisive and progressive. While most of the other participants and audience members seemed willing not only to embrace but also to propagate an adversarial narrative (that it’s impossible to work with the current BC government, that developers are all just greedy SOBs out to make a killing, that all developers are liars who can’t be trusted, that the human footprint is in all instances bad, that development must stop, that we already have “too many people” on Vancouver Island, and so on and so forth), Dauncey chose to think about how development can actually be beneficial and – by extension – how the process for public participation might actually be made to work.
Which brings me to design thinking. In The Design of Business: Why Design Thinking Is The Next Competitive Advantage, Roger Martin distinguishes two approaches or mind-sets to solving problems: one favors validity, the other reliability. Today’s forum allowed me to think about how Martin’s concepts apply to real life situations, such as NIMBYism and public participation, which too often seem downright intractable.
Martin posits “design thinking” (based on abductive reasoning) as the basis for moving forward productively when caught between the contradictions of validity and reliability. At the risk of bowdlerizing Martin’s concepts, here’s some what I took away from his book and how it might apply to public participation around community planning and land use issues.
People who operate from the principle of reliability use the past to predict what the future will bring. This means that they will reject “vision”-based and “unproven” value-based ideas (unproven because they can’t “prove” their validity through past successes). Obviously, a truly new vision (for the future) isn’t based on a past success (otherwise it wouldn’t be a vision, it would be hindsight). Reliability-oriented thinkers want quantifiable values, they want good odds, they want to meet budgets and face bean-counters with confidence.
On the other end of the spectrum, there are people who want valid outcomes. Reliability doesn’t figure too strongly because what’s most important is that a project or an outcome is valid. That means it has to feel right, it has to ring true, and it has to meet needs that might not even be fully identified yet. While reliability predicts the future based on the past and has a strong quantitative bias, validity can’t base itself on the past and has a strong qualitative bias.
In a corporate business that’s traditionally reliability-based, it’s very difficult to let validity get anything resembling an equal footing. In land use decisions and development, there’s clearly a very strong bias toward reliability, which makes all attempts at introducing validity seem airy-fairy and touchy-feely.
This is where the community-based activists and others who are striving to create a climate of positive public participation face an uphill battle. The people who live in a given community want validity – they want validation of their way of life, of the place where they live, of the dreams they have for the future. Their vision can seem creepily backward to reliability-driven business people, while the business people’s focus on reliability appears short-sighted and at best unimaginative, at worst greedy (hence the notion that developers have horns, a tail, and cloven hooves) to “the community,” however it’s defined.
The “reliable” model of development for the most part has assumed that the past is the best guarantor of future successes, and if in the past we developed land in a certain way, then in the present we must do the same. After all, there are bottom lines to be met and accountants and shareholders to face.
What communities in the path of reliability-driven development are instead saying is “our concerns are valid, we have needs and visions of our own, and we want to be heard.” This is not to say that the community is always right. As Guy Dauncey pointed out, every single railroad in Great Britain was opposed by community members who wanted no part of a railroad, and preferred the horse and buggy instead. Today, we (rightly) laugh at the backwardness of opposing rail, given that cars not only swept the railway aside, but contributed to bad land use and sprawl. (We should be so lucky as to have a great rail system…) So, while the community wants validation, it cannot expect to be validated in all aspects …because, frankly, it might be wrong on some points. (This is important to point out, because “community” has become a sacred cow in many ways, and it’s almost sacrilegious to suggest that community might actually be wrong. But indeed it can be.)
When reliability and validity go head to head, we too often seem to get either a stalemate (a protracted fight that gets progressively nastier), or nothing happens (the developer gives up, which can leave the community with a Pyrrhic victory if the result is loss of economic growth), or “reliability” wins (cookie-cutter / sprawl development, lost farmland/ greenfield, etc.).
In turn, public participation itself becomes more self-selective: seeing validity thinking trumped or sharpened into an anti-development sword, people who actually want good development or who prefer to avoid confrontation opt out of public participation entirely. Why bother, they reason, if it’s only for extremists?
That’s where design thinking can help – to bridge the gap between reliability and validity, and to design a process for public participation. It seemed to me that this was the point Dauncey was making in one of his comments. While many of the other speakers suggested that it’s already too late to parlay with developers, Dauncey’s idea of involving the reliability-driven developer much earlier in a conversation with the validity-driven community made a lot more sense (unfortunately, he was in a distinct minority at the forum, and his idea was not pursued by any of the other speakers). But as Roger Martin noted in his book, design thinkers need to understand and speak the language of reliability and validity if there’s to be any hope of having a positive conversation to resolve the problems we face.
Judging by today’s discussion, it’s a challenge that clearly applies to land use, development, and public participation. I’d prefer any day to work with Dauncey and those like him who can meet the challenge of design thinking than to limit myself to a validity that remains only a vision …or devolves into a stalemate.
Better gold through green

Today I went to Victoria’s UDI (Urban Development Institute) luncheon to hear Terasen Energy Services‘ Gareth Jones present “All About Geo-Thermal: Learning from Local Projects.”
Some basic take-away points: unless I severely misheard, British Columbia prices for energy (or electricity) will rise 80% in the next 10 years; the best place to make inroads in meeting the very ambitious greenhouse gas reductions (which are nearly as ambitious as Europe’s) set by the BC Liberal Party is in communities/ municipalities; and the best places to get the best bang for the buck in alternative energy is in dense settlements, whether multi-family complexes (including highrises and townhouse developments) or densely settled neighborhoods.
Other points: we in BC often think that we get most of our energy/ electricity “from hydro” (i.e., from hydroelectric power projects, therefore from “clean” water-driven sources), but we actually import 15% of our electricity from out-of-province, and those imports are “dirty” (typically derived from coal-fired plants). In addition to that little wrinkle, only 21% of our total energy needs in BC are met by electricity in the first place (and of that 21%, remember that 15% aren’t “clean”). The remaining 79% are met by natural gas (another 21%), other fossil fuels (can’t remember the exact number – I think it was around 20%?), wood (another 16%), and other sources. Alternate sources are at present but a small, very small piece of the pie.
There was more, and it all deserves a longer blog post or article, for which I’ll have to dig out my notes and do some research. What struck me today was the sense of urgency that came across in Jones’s presentation: that we really don’t have a lot of time to sit on our hands in pursuing alternative energy – not least because an 80% rise in costs will really do a number on the economy. It would probably make the current recession look like a walk in the park.
Jones encouraged all the developers, builders, and planners and politicians at the luncheon to explore the myriad ways that the provincial government and Terasen Energy Services are trying to make alternative energy production (and consumption) more commonplace.
Meanwhile, there’s more to research and think about: Living buildings and how they’re cost-effective, for example.
Next week, there are two events scheduled in Victoria – first, at the University of Victoria on June 3, Jason McLennan, CEO, Cascadia Region Green Building Council will speak on The True Costs of Living Buildings, and the next evening (June 4), a less formal event showcasing some examples will take place at the Burnside-Gorge Community Centre. (I have to admit that after hearing Gareth Jones explain the benefits of density when it comes to installing alternative energy both for new and retrofitted buildings, Jason McLennan’s homepage photo disturbs me. It’s of an isolated single home – a converted church even? – in the middle of nowhere, which is probably the most large-footprint lifestyle, in environmental terms, that privileged westerners can choose. Perhaps his home is environmentally sustainable, but it’s still not a great model in the sense that it’s not anything we should strive for. Ok, end of sour aside.) (Update, 5/27: If readers click through to the comments on this post, they’ll see Eden’s comment, which corrects my assumption about the photo. It’s actually not a private home, but the barn of a sheep farm. That’s really good to know, because the myth of the self-sufficient yet large single-family family home on a large property – a “green” variant of the suburban lifestyle – exerts a strong and unsustainable pull, which I prefer not to see strengthened. Thanks, Eden, for the additional info!)

SLU’s close proximity to donwtown’s and existing transportation lines are the foundation for a successful sustainable neighborhood. Community design focusing on adaptive building re-use, alternative transportation, storm water management and other sustainability techniques is revitalizing the neighborhood adjacent to Seattle’s urban core.
SLU was accepted into the USGBC’s LEED-ND Pilot (Leadership in Energy and Environmental Design – Neighborhood Development) program, and is one of the first existing neighborhoods anticipated to receive LEED certification.
Catherine Benotto and Ginger Garff from Weber Thompson and Katherine Cornwell and Jim Holmes from the City of Seattle will explain how great neighborhoods are created. Highlights of the tour include the Terry Thomas Building, the redesign of Cascade Park, the street car maintenance facility and an exploration of the master plan for Terry Avenue.
Seems to me that the South Lake Union walking tour would be a perfect complement to Gareth Jones’s presentation, but then again, Jason McLennan’s presentation is a lot closer to home…
