Has the internet turned against the user?

“Historically, copyright holders have never actually targeted everyone who infringed copyright, only those infringers who could be detected and whom it was economically worthwhile to pursue.” * Before the internet the RIAA could only target large pirate operations which duplicated physical media. It would seem that the RIAA has found a way to make thousands of end users economically worthwhile. Has the internet contributed to such easy detection of infringing that even single households are targeted by the music industry?
