“Volker Schimpff said in 1998, ‘The way events were presented in the Wehrmacht exhibition, eighteen million Germans who were drafted into the army during World War II – in other words the entire generation that our fathers and grandfathers belong to – were labeled as murderers, as those who committed crimes during the Nazi war of extermination.’
“Volker Schimpff is no longer a member of the state legislature in Saxony, but according to Wolfgang Gessenharter, an expert in right-wing extremist affairs, it was people like Schimpff who prepared the groundwork for the neo-Nazi NPD.”

„Volker Schimpf, CDU (23.01.1998) ‚So sollen 18 Millionen zumeist wehrpflichtige deutsche Soldaten – die gesamte Generation unserer Väter und Großväter – zu den Tätern im nationalsozialistischen Vernichtungskrieg, zu Mördern gestempelt werden.’
Volker Schimpff gehört dem neuen Landtag nicht mehr an, dennoch ist für den Rechtsextremismusforscher Wolfgang Gessenharter klar, dass Leute wie er der NPD mit den Boden bereitet haben.“

“There could hardly be more extreme right-wing views – or could there? Christian Democrat Schimpff once visited a large and – in Germany – extremely well-known and controversial exhibition containing graphic photos and other information about war crimes committed by the German army during World War II.
“In 1998, after seeing the exhibition, Schimpff commented, ‘According to the catalog, the exhibition deals with – and I’m quoting here – “the war of extermination that the Wehrmacht conducted from 1941 to 1944, the most barbaric chapter in the history of Germany and Austria”.’
“That exhibition presented for the very first time compete documentation of German war crimes during World War II. For the neo-Nazi NPD this was reason enough to take to the streets in protest. Their chant was: ‘My grandfather was no criminal’. And Volker Schimpff, Christian Democrat, sees things exactly the same way.”

„Rechter geht’s kaum – oder doch? CDU-Mann Schimpff war auch einmal in der Wehrmachtsausstellung.
Volker Schimpff, CDU (23.01.1998): ‚Laut Katalog handelt die Ausstellung über– ich zitiere – das neben Auschwitz barbarischste Kapitel der deutschen und österreichischen Geschichte, den Vernichtungskrieg der Wehrmacht von 1941- 1944’.“
Erstmals wurden hier deutsche Kriegsverbrechen im II. Weltkrieg umfassend dokumentiert. Für die NPD war das ein Grund, auf die Straße zu gehen und gegen die Wehrmachts-Ausstellung zu protestieren. Ihre Parole: Mein Großvater war kein Verbrecher. Und CDU-Mann Schimpff – der sieht das ganz genauso.“

In a German prison, he would perhaps only be deprived of reading material. Severe punishment, though, serves what the liberals say is the ultimate purpose of a prison term: the reintegration of the criminal into society’.”

“No one from any of the other parties, though, will admit to having voted with the neo-Nazis, so there’s a certain amount of anxiety in the legislature in Saxony. Everyone is speculating about who the covert NPD sympathizers might be.
“There are many who believe these individuals belong to the ruling Christian Democrats, because for years some Christian Democrat legislators have been propagating what are essentially extreme right-wing ideas. The leader of this group for the past three legislative periods before 2004 was Volker Schimpff. His suggestion on what to do with foreigners who commit crimes in Germany: send them back where they came from so that they can face prison terms. He believes that this would at least reintegrate them into one area of society – jail society in their home countries.”

“The mood in Dresden is subdued. Members of the neo-Nazi NPD took their seats in Saxony’s legislature several months ago, and for the first time in more than thirty years this political party is once again represented in the legislature of one of the German states, where it now has twelve members. In the months since these legislators were seated, some remarkable things have happened: again and again more than just the twelve NPD legislators have followed the neo-Nazi line in legislative voting. When Saxony’s Minister-President was elected by secret ballot at the start of the session, the neo-Nazi candidate, Uwe Leichsenring, received fourteen votes, two votes more than there are neo-Nazi legislators. These votes came from the other political parties. The same thing happened at the election of the government official responsible for foreigners in Saxony. The neo-Nazis put a candidate forward, and he too received two votes from members of the other parties. The neo-Nazi party secretary is basking in success.”

„Die Stimmung ist trübe in Dresden – seit vor 83 Tagen die rechtsextreme NPD in den sächsischen Landtag eingezogen ist. Erstmals seit über 30 Jahren ist die NPD wieder in einem deutschen Parlament vertreten – mit 12 Abgeordneten. Und seitdem geschehen merkwürdige Dinge: Immer wieder bekommt die NPD mehr Stimmen als sie Mandate hat. Zuerst bei der Wahl des Ministerpräsidenten, da erhält NPD-Kandidat Uwe Leichsenring plötzlich 14 Stimmen. Zwei Stimmen mehr also als die NPD Abgeordnete hat. Diese Stimmen kommen von den Abgeordneten der anderen Parteien. Dasselbe geschieht bei der Wahl des Ausländerbeauftragten. Die NPD stellt einen eigenen Kandidaten auf – und auch der bekommt zwei Stimmen aus anderen Fraktionen. Der parlamentarische Geschäftsführer der NPD Uwe Leichsenring sonnt sich im Erfolg.”

The Social Democrats, the ruling party in the federal government, have thirteen seats in Dresden. The so-called ‘peripheral right wing’ is no longer so peripheral. And it is very successful: when there are secret ballots in the legislature, some members of the other political parties vote with the neo-Nazis. “Since members of the neo-Nazi NPD have been seated in the Saxon state legislature in Dresden, the mainstream political parties there have been looking for a way of combating right-wing extremists. Excluding and ignoring them were the approved methods of the nineteen-eighties and nineties. Now however, those methods don’t work against a right wing that has become more professional in its behavior. The one method that remains is difficult: trying to win against the NPD legislators with convincing arguments. Moreover, that method can’t work as long as there are members of the majority Christian Democratic Party in the legislature who actually sympathize with the extreme right. Rene Althammer, Andrea Boell und Anton Maegerle have tried to answer the question: just how ‘brown’ are the Christian Democrats? In other words, how much is the ruling party in Saxony itself under the influence of the neo-Nazis?”

„Seit die NPD im sächsischen Landtag sitzt, suchen die etablierten Parteien nach einem wirksamen Mittel, die Rechten zu bekämpfen. Ausgrenzen und ignorieren waren die probaten Maßnahmen der 80er und 90er Jahre. Gegen eine professionalisierte Rechte hilft das nicht. Es bleibt nur der beschwerliche Weg, sich gegen die NPD-Abgeordneten mit überzeugenden Argumenten zu werten. Das kann nicht funktionieren, solange CDU-Politiker im Landtag mit den Rechten sympathisieren.
