(Herr Schleicher’s response continued:) “We brought out a number of points in our report, and many of them have been mentioned here: a very fragmented image of the teaching profession in Germany and excessive specialization. There is what can be called a kind of ‘silo mentality’ among teachers in this country. They think they’ve been trained to teach one or two subjects, and there’s little crossover to other fields. The profession has a very narrow profile in Germany. In many of the successful PISA countries, there’s a broad spectrum of teaching fields in the schools that come together in a creative, innovative way. An image of the teaching profession is one with few incentives and few prospects for the personal development of the teachers – that can be a decisive factor. I think we can’t just go on expecting more from teachers without having to give them opportunities for personal development, for further education, and for becoming better professionals. And they have to be supported, financed, and rewarded in a great variety of ways. This is where the German system is really lacking.”

(Antwort fortgesetzt – Herr Schleicher:) „Wir haben einige Punkte herausgestellt, viele davon wurden genannt: ein sehr fragmentiertes Berufsbild, ein Berufsbild der Spezialisierung, im Grunde genommen so eine Silo-Mentalität, ich werde für ein Schulfach, zwei Schulfächer ausgebildet, wenige Übergänge, ein sehr enges Profil des Berufs. In vielen der erfolgreichen PISA-Nationen gibt es ein breites Spektrum an Berufsfeldern in der Schule, die kreativ, innovativ dort zusammenkommen. Ein Berufsbild, das wenig Anreize, Perspektiven für die Entwicklung von Lehrern gibt, auch das ist entscheidend. Ich denke, wir können nicht nur viel von Lehrern erwarten, wir müssen dann auch entsprechende Perspektiven für Entwicklung, für Weiterbildung, für Professionalisierung schaffen. Die müssen entsprechend unterstützt, finanziert, belohnt werden in verschiedenster Weise. Das ist es, woran es wirklich mangelt.”

“Die Zeit: Herr Schleicher, the OECD not only measured the achievement level of students in German schools with the PISA test, but about six months ago it also published a study of teachers in Germany. In your opinion, what do the international findings of this study show, and how did Germany do?
“Andreas Schleicher (Head of the OECD department in Paris that deals with statistics in education and their analysis): First of all, we didn’t really evaluate the teachers in Germany. We were evaluating their work environment. I also think that this is where the problem lies. Does Germany need new teachers? I don’t think you’d find a competent head of a company who’d say that he had to get new people before he could do things differently. I think the question really is this: what kind of incentives can we offer teachers, what kind of environment can we create for them, so that they can work well and efficiently. I think that’s what our report deals with.”

„DIE ZEIT: Herr Schleicher, die OECD hat nicht nur im PISA-Test die Leistung deutscher Schüler gemessen, sondern hat vor einem halben Jahr auch eine internationale Lehrerstudie vorgelegt. Wie ist aus Ihrer Sicht der internationale Befund und wie schneidet Deutschland dort ab?
Andreas Schleicher (Leiter der Abteilung für Bildungsstatistiken und Analysen bei der OECD in Paris): Zunächst einmal haben wir die Lehrer so nicht bewertet. Wir haben das Arbeitsumfeld bewertet, in dem Lehrer arbeiten. Ich glaube auch, da liegt das Problem. Neue Lehrer braucht das Land? Ich denke, Sie finden keinen guten Unternehmensleiter, der sagen würde, ich muss erst mal neue Leute bekommen, bevor ich irgendwas anders machen kann. Ich glaube, die Frage ist doch, welche Anreize, welche Umgebung schaffen wir für Lehrer, damit sie gut und effizient arbeiten können. Ich glaube, darum geht es uns auch in unserem Bericht.”

(Frau Riegel’s response continued:) “I don’t blame the teachers in Germany. It’s true that many are lazy, and many are very mediocre, and many head for the golf course in the afternoon faster than the students run for their bicycles. But it’s the system in German schools that’s really at fault. It’s a system where teachers come in and – in order to survive – have to follow this dreadful routine. They give a forty-five minute lesson and then the next class comes, and the next subject. They just have to get through it somehow. That’s why they all opt for early retirement, and why teaching is the profession where people call in sick more often than they do in any other line of work in Germany.”

Manche sind auch faul und manche sind sehr mittelmäßig und manche flüchten mittags schneller in ihren Golf als die Schüler aufs Fahrrad. Aber die Hauptschuld daran trägt das System, in das Lehrer reinkommen und natürlich zum Überleben gar nicht anders können als dieses schreckliche Stundengeben, 45 Minuten, dann kommt die nächste Klasse und das nächste Fach. Das muss man irgendwie durchstehen. Deshalb gehen ja auch alle so früh in Pension und sind der Berufsstand, der am häufigsten krank wird.”

I was talking about ways in which schools in Germany can be successful – something I enjoy doing very much. The professor said, ‘I don’t believe anything you’re saying, because in your school there’s no possibility of failing students and forcing them to repeat a grade. How can you claim to grade fairly and to nurture students?’
“Again, those were the words of a professor of education from Wurzburg. And that’s where we are in Germany is today. ”

Dann hat er gesagt, ‚Das glaube ich Ihnen alles nicht, denn in Ihrer Schule konnten die Schüler ja nicht sitzen bleiben. Wie konnten Sie denn da überhaupt Noten geben und Schüler fördern?’

(Frau Riegel’s response continued:) “But the teachers aren’t to blame for all this. I want to make that clear. What’s happening is that too many people are becoming teachers because they want job security and an economically privileged position. (In Germany, teachers in state schools and university professors are all government civil servants with lifetime employment. For all practical purposes, they cannot be fired, and they receive benefits and perks that exceed what ordinary employees receive in the private sector.) Such a system should be dismantled, as the OECD has demanded. But even those people who begin their pedagogical studies with real enthusiasm undergo ‘re-education’ at the universities and become narrow – and narrow-minded – specialists. After four or five years of that kind of training, what they’ve learned is simply how to take the easy way out. Then they’re assigned to a school for the regular student teacher course prior to the second state exam. That’s supposed to be their practical training, in which they supposedly celebrate the fine art of putting together an hour’s lesson. And they’re rewarded for their noble efforts. Above all, however, they learn about ‘selecting’ students. They learn very quickly that they have to choose students properly, that they have to focus on giving them good grades or bad grades. Above all they learn about that wonderful policy that allows them to force a student to repeat a grade – a policy that nowhere else in the world is implemented quite to the same extreme degree as it is in Germany.”

(Antwort fortgesetzt – Frau Riegelt:) „Aber der Lehrer ist nicht dran Schuld. Das will ich jetzt auch mal sagen. Es werden zwar zu viele Leute Lehrer, weil sie Beamte werden wollen, deshalb gehört das abgeschafft, wie die OECD das auch fordert. Aber die Lehrer, auch die, die wollen, die richtig mit Enthusiasmus in die Schule reinkommen, werden ausgebildet an Universitäten zu Schmalspurfachwissenschaftlern. Das sind doch Dünnbrettbohrer, wenn sie acht oder zehn Semester ein Fach studiert haben. Dann kommen sie in die Schule, gehen in ein Studienseminar oder wie man das nennt. Das soll dann die Praxisausbildung sein. Dort lernen sie das Gesamtkunstwerk der Einzelstunde zu zelebrieren, die dann prämiert wird. Und vor allen Dingen lernen sie das Selektieren. Sie lernen ganz schnell, dass man Schüler auswählen muss, dass man sie gut oder schlecht benoten muss und dass man ja auch das wunderbare Instrument des Sitzenbleibens hat, was es ja nirgendwo in diesem extremen Ausmaß wie in Deutschland gibt.”

(Frau Riegel’s response continued:) “A good teacher is also one who has a real interest in his or her own subject or in several subjects. Such a teacher makes himself or herself knowledgeable about new subjects and understands how things are done in the field of teaching. A good teacher understands, for example, that you have to teach under all sorts of conditions, not simply in the homogeneous classrooms of a German secondary modern or grammar school. Actually, that sort of situation doesn’t really exist anymore, but it remains the fantasy of the average teacher in Germany. As people, students may in some ways be the same. A good teacher, though, is one who can work well with different kinds of young people and who is even happy about the differences. Some students are weak in certain areas and others are very good, and a good teacher knows how to create an atmosphere where everyone is learning together, and also an atmosphere where students can learn well on their own. Such situations really do work, and they do exist. It’s just that in Germany they exist so seldom.”

(Antwort von Frau Riegel fortgesetzt:) „Ein guter Lehrer ist auch einer, der Interesse an seinem oder an mehreren Fächern hat, der sich in neue Fächer einarbeitet, der sein Handwerk versteht. Dazu gehört, dass man z.B. in der Schule nicht nur mit einer homogenen Hauptschul-, Realschul-, Gymnasialklasse Unterricht macht. Das gibt es ja auch gar nicht mehr, das ist aber die Traumvorstellung des durchschnittlichen deutschen Lehrers. Die Schüler mögen gleich sein. Aber ein guter Lehrer ist einer, der mit unterschiedlichen Kindern gut arbeiten kann und der sich freut, wenn sie unterschiedlich sind, wenn sie sehr schwach sind, wenn sie sehr gut sind, wenn er es mit seinem Handwerkszeug fertig bringt, dass alle miteinander lernen und jeder einzeln und individuell besonders gut lernt. Das geht, das gibt es, nur in Deutschland gibt es das sehr selten.”

“Die Zeit: Frau Riegel, Germany needs new teachers, but first we should perhaps ask another question: what does it mean to be a good teacher?
“Enja Riegel (Former Director of the Helene Lange School in Wiesbaden, a school that performed better by far than any other school in Germany on the PISA tests of 2001): A good teacher is one who may be teaching two different subjects but who really likes and cares about students. A good teacher is one who identifies with his or her school; a good teacher is tough and resilient, because teaching is a difficult and stressful profession. A good teacher has a sense of curiosity and really likes the idea of working for thirty years with children and young people. A good teacher is one who makes students feel somehow: ‘That person notices me, that person sees me and wants to help me. And – that person won’t let me get away with anything’.”

„Die Zeit: Frau Riegel, neue Lehrer braucht das Land, vielleicht erst mal eine ganz andere Frage: Was ist eigentlich ein guter Lehrer?
Enja Riegel (Ehemalige Direktorin der Helene-Lange-Schule in Wiesbaden. Die Schule hat beim PISA-Test 2001 mit großem Abstand als beste Schule abgeschnitten): Ein guter Lehrer ist ein Lehrer, der – meinetwegen kann er auch zwei Fächer haben – zunächst einmal einer ist, der Lust hat auf Schüler, der sich mit seiner Schule identifiziert, der psychisch auch belastbar ist und überhaupt belastbar ist, weil es ein schwerer und anstrengender Beruf ist, der neugierig ist, der 30 Jahre oder mehr gern mit Kindern arbeitet und von dem die Kinder den Eindruck haben, ‚ich bin gemeint, der sieht mich und der will mir helfen, der setzt mir auch Grenzen’.”

“Germany Needs New Teachers” – Even at the Technical University of Munich? – 11
“Introduction to the Forum: Good evening, ladies and gentlemen. Welcome to the ‘Die Zeit Forum.’ Germany needs new teachers, and not just in a figurative sense. In the next ten years, 370,000 teachers will retire. In addition, between now and 2015 there will be a serious teacher shortage, even without taking into account those who are retiring. According to the experts, Germany will be short another 75,000 teachers.
“And no wonder. The profession is not very attractive in Germany. Since the shock that the OECD administered with the results of the PISA study, teachers have been characterized as Germany’s losers. Chancellor Schroeder has called them ‘lazy bastards.’ Parents and students see them as the enemy, instead of as companions in learning. Teachers are under pressure in Germany. They’re not supposed to teach just math or German any more; they’re also supposed to teach students the art of learning. Besides being teachers, they have to fill the roles of social worker, psychologist, and mediator. Yes, Germany certainly does need new teachers. ”

„DIE ZEIT: Guten Abend, meine Damen und Herren. Herzlich willkommen zum ZEIT FORUM der Wissenschaft. Neue Lehrer braucht das Land, das ist zunächst mal wörtlich zu nehmen. 370.000 Lehrer werden in den nächsten zehn Jahren in den Ruhestand treten. Schon jetzt zeichnet sich bis 2015 ein gravierender Mangel ab. Bis zu 75.000 Lehrer, schätzen Experten, werden bis dahin in Deutschland fehlen.
Kein Wunder – der Beruf ist unattraktiv. Seit dem PISA-Schock gelten Lehrer als die Versager der Nation. Bundeskanzler Gerhard Schröder bezeichnete sie als faule Säcke. Eltern und Schüler sehen sie eher als Feinde, denn als Begleiter an. Lehrer stehen unter Druck. Sie sollen nicht mehr nur Mathe und Deutsch unterrichten, sondern das Lernen lehren. Sie müssen Sozialarbeiter, Psychologen, Mediatoren sein. Neue Lehrer braucht das Land. ”

“So if the PISA (Programme for International Student Assessment of the OECD) results are bad in Germany, does that mean everything in our schools is bad? Not at all. For a long time in many German schools there have been programs for helping and encouraging students and for experimental teaching. A great deal of that experience is represented by the members of a panel that DIE ZEIT put together. There have always been – and there will always be – good teachers. However, selection of teachers, their training, and their workplace could be considered a system of interconnected pathways, in which a number of partial aspects of the teaching situation in Germany mutually affect one another. A discussion among the DIE ZEIT panel members touches on this question.”

„Also: PISA schlecht, alles schlecht? Mitnichten! In vielen Schulen wird längst geholfen, gefördert und experimentiert. Der Erfahrungsschatz daraus ist in der heutigen Runde bestens repräsentiert. Gute Pädagogen gab es, gibt es und wird es auch in Zukunft immer geben. Doch Auswahl, Ausbildung und ihr Arbeitsplatz sind wie ein System kommunizierender Röhren zu betrachten, bei dem viele Teilaspekte in direkter Wechselwirkung stehen. Darüber werden wir sicherlich gleich einiges hören.”
