(Professor Prenzel’s response continued:) ”On the other hand, I think that teachers in Germany may not really be taking advantage of the sympathy that exists toward their situation. They tend to be maudlin and to complain about the pressures they’re under. What we find relatively seldom is a little of what Frau Riegel described for us earlier: teachers in Germany who say, ‘Let us solve the problems we have, and above all, let us act in such a way that we can solve them together’.”

(Antwort fortgesetzt – Professor Prenzel:) “Auf der anderen Seite glaube ich, dass Lehrkräfte zum Teil in Gefahr sind, eben auch diese Wahrnehmung zu unterstützen, indem Lehrkräfte dazu neigen larmoyant zu sein, also sich eben auch über die Belastungen beklagen. Und das, was wir relativ selten finden, das ist ein bisschen das, was Frau Riegel mit skizziert hat. Das sind die Lehrkräfte, ja lasst uns doch die Probleme lösen, die da sind und vor allem aber lasst sie uns gemeinsam lösen.“

“Professor Manfred Prenzel (Director of the Leibniz Institute for the Teaching of the Natural Sciences at the University of Kiel and Chief Co-ordinator of the German PISA-Consortium of 2003 and 2006): I think teachers in Germany have a great problem. They perceive they’re being watched very critically from the outside and that they’re being made responsible for difficulties in the schools. They’re aware that in the context of education they’ve become Germany’s scapegoats. Of course we’re finding a very great number of things that also indicate teachers are really under relatively severe psychological pressure. We’re dealing therefore with a class of professionals whom we absolutely must try to support while at the same time taking their demands seriously.”

“Professor Manfred Prenzel (Direktor am Leibniz-Institut für die Pädagogik der Naturwissenschaften an der Universität Kiel und federführender Koordinator in den deutschen PISA-Konsortien 2003 und 2006): Ich denke, dass tatsächlich die Lehrkräfte ein großes Problem dadurch haben, dass sie wahrnehmen, dass sie von außen sehr kritisch beäugt werden und dass man sie verantwortlich macht, dass man sie schon fast zu Buhmännern der Nation erklärt. Wir finden natürlich auch eine ganze Menge an Hinweisen, die zeigen, dass Lehrkräfte tatsächlich relativ stark psychisch belastet sind. Von daher haben wir eine Berufsgruppe vor uns, die wir tatsächlich versuchen müssen zu stützen und auch in ihrem Anspruch ernst zu nehmen.“

“Die Zeit: Herr Prenzel, how does a teacher go on living and working in a very demanding full-time position where a person has to be on the job every single minute, with no let-up, even though it’s position with a more or less ruined reputation? I mean, if we were discussing a question like ‘Germany Needs New Journalists’, I think every publication in the country – including Die Zeit – would be screaming. We wouldn’t even allow such a discussion to take place. Teachers, though, have to simply resign themselves to a situation where the question of Germany needing new teachers is openly discussed. That means we’re making a judgement either about the quality of schools in Germany or about the teachers who work in them.”

“DIE ZEIT: Herr Prenzel, wie lebt es sich, wie arbeitet es sich als Lehrer, wenn man davon ausgeht, dass es ein sehr anspruchsvoller Fulltimejob ist, wo man sich nicht irgendwie mal für zehn Minuten entziehen kann, aber eigentlich der Ruf mehr oder weniger ruiniert ist? Denn wenn hier z.B. eine Diskussion stattfinden würde ‚Neue Journalisten braucht das Land’, ich glaube, das Feuilleton würde aufschreien und wir eingeschlossen. Wir würden diese Diskussion gar nicht zulassen. Lehrer müssen sich in einer Situation und mit einer Situation abfinden, die sagt: Neue Lehrer braucht das Land. Damit ist es eigentlich auch ein Urteil über die Qualität oder über die Lehrer, die wir jetzt an den Schulen haben.”

We’re dealing here with one of the largest groups of professionals in Germany, people who require an extremely high degree of independence in order to do their work. So, what other people here have said about the children is also true of their teachers: you have to encourage and motivate them; you can’t just issue orders. A process of change has to be set in motion. I’m confident, though, that we’re all aware of the importance of what’s involved here, that we’re on the right track, and that we’ll succeed in the end.”

Wir haben eine der größten Berufsgruppen, die ein unheimlich hohes Maß an Selbstständigkeit brauchen, um nachher ihren Beruf ausführen zu können. Da gilt das, was die Damen und Herren aus den Schulen mit Recht von den Kindern auch sagen. Sie müssen die Lehrerinnen und Lehrer mitnehmen. Sie können es ihnen nicht befehlen. Sie müssen einen Prozess in Gang setzen. Ich bin guten Mutes, dass wir – im Bewusstsein des Stellenwertes – auf einem guten Weg sind und dass es gelingen wird.”

It may sound good to suggest that the whole problem lies with the fact that teachers in Germany are civil servants. I’d like to say, though, that if we make them all mere state employees, the problem will still originate with the civil service laws, and not with the question of whether they’re civil servants or state employees. So we shouldn’t think that by changing the status of teachers we’re going to the heart of the problem. Instead, what has to be done, in the final analysis, is to move the whole system in the right direction.”

Ich darf Ihnen sagen, wenn wir sie jetzt zu Angestellten machen, das Problem ist höchstens das öffentliche Dienstrecht und nicht die Funktion Beamter oder Angestellter. Das heißt, wir sollten nicht solche Schlagworte als Problemlösungskernpunkte hinstellen, sondern das Gesamtsystem letzten Endes in die richtige Richtung bewegen.”

(Herr Zoellner’s response continued:) “I would express the question – or the whole subject – differently, because actually, as Herr Schleicher has correctly suggested, the child is being thrown out with the bath water. I think the teaching profession in Germany has difficulties that are more pronounced than in other professions. The problem is, first of all, that this profession has to conform more strictly to changed conditions and requirements than other professions do.
“Secondly, I personally am of the opinion – and I’m not a teacher myself – that this is one of the most difficult professions there is in German society, because technical knowledge and competence must be combined with a high degree of communication skills and the ability to empathize. And thirdly, what is not generally acknowledged is that teachers’ work schedule, their work rhythm so to speak, is almost completely beyond their control. They can’t simply remove a class from their schedule for a day. It’s not like the situation in my ministry, where, if an official isn’t feeling very well, he simply processes his files a little more slowly. Such a thing isn’t possible in a school.”

(Antwort fortgesetzt – Herr Zöllner:) „Ich würde die Frage oder das Thema anders formulieren, weil tatsächlich – Herr Schleicher hat das mit Recht angedeutet – das Kind mit dem Bade ausgeschüttet wird. Ich glaube, der Lehrerberuf hat – noch stärker als andere Berufsgruppen – das Problem, dass er sich veränderten Rahmenbedingungen stärker anpassen muss – erstens.
Zweitens glaube ich persönlich, und ich bin selber kein Lehrer, dass es einer der schwierigsten Berufe ist, die wir in dieser Gesellschaft haben, weil sie Sach- und Fachkenntnis verbinden müssen mit einem unheimlich hohen Maß an Kommunikationsfähigkeit und Einfühlungsvermögen. Und drittens, was auch verkannt wird, sie bekommen den Arbeitsrhythmus vorgegeben. Sie können sich nach ihrer Tagesform nicht einer Klasse entziehen. In meinem Ministerium kann man, wenn einem mal nicht so gut ist, die Akten mal ein bisschen langsamer bearbeiten. Das ist in einer Schule nicht möglich.”

“Juergen Zoellner (Minister for Science, Continuing Education, Research, and Culture in the German state of Rhineland-Palatinate): Without minimizing the problems, I think many more of these ideas and visions are becoming a reality in the schools in Germany every day. The main difficulty is that we have for too long placed the emphasis on the scholarly aspect of teacher education. That means that in the final analysis, men and women wanted to have the emphasis on becoming academic experts in German or English or whatever, instead of concentrating on the goal of teaching. But the reality is not as gloomy as all that.”

„Jürgen Zöllner (Minister für Wissenschaft, Weiterbildung, Forschung und Kultur des Landes Rheinland-Pfalz): Ich glaube, dass viel mehr von diesen Ideen und den Visionen tagtäglich Realität werden in der Schule, ohne die Probleme klein zu reden. Der Kernpunkt ist, dass wir bei der Lehrerausbildung zu lange – vor allem im Gymnasialbereich – den wissenschaftlichen Touch in den Vordergrund gestellt haben. Das heißt, letzten Endes wollten die Damen und Herren Germanisten und Anglisten und Ähnliches werden und nicht das Berufsziel Lehren in den Vordergrund gestellt haben. Aber ganz so düster ist die Wirklichkeit ja auch nicht.”

“DIE ZEIT: Herr Zoellner, why does so little of remain of the original enthusiasm that teachers have, about which we’ve just heard. Why does so little remain of the optimism, of the bubbling new ideas, of the impulse to act? We’ve heard the term ‘reality shock’. After five or ten years in a school, teachers have the experience of having their older colleagues say to them, ‘You’ll soon be where we are now, or where we’ve been for a long time’. Why is it so difficult for new teachers to bring all their strengths into the schools, all the things they once imagined, their ideas, their vision, and then to make all that a permanent part of the schools?”

„DIE ZEIT: Herr Zöllner, warum bleibt so wenig von dem Enthusiasmus, den wir eben gehört haben, von diesem Optimismus, von diesem Sprühenden, von den Ideen, von diesem Tatendrang? Praxisschock, das Wort ist schon gefallen. Nach fünf, nach zehn Jahren erlebt man dann als Lehrer an der Schule, dass die älteren Kollegen sagen, jetzt bist du bald da, wo wir schon sind oder wo wir schon lange waren. Warum ist es so schwer, diese ganzen Tugenden, diese Vorstellungen, diese Ideen, Visionen dann auch in die Schule mit hineinzunehmen und dauerhaft zu etablieren?”

(Herr Schleicher’s response continued:) “Teaching is what I call a very fragmented profession in Germany. Say you’re a math teacher, for example. You’re assigned to some grammar school. For the next thirty years, you have the prospect of becoming a senior teacher in secondary stage two, and that’s if you’re lucky. Basically, there’s little connection with the outside world, and little connection with other fields in the teaching profession. That’s the present reality in German schools, and that’s what we’ve been criticizing.”

(Antwort fortgesetzt – Herr Schleicher:) „Das ist ein sehr fragmentiertes Berufsfeld. Nehmen Sie einen Mathematiklehrer: Sie kommen irgendwo ins Gymnasium. Dann haben Sie für die nächsten 30 Jahre als Perspektive, wenn Sie Glück haben, in der Sekundarstufe 2 Oberstudienrat zu werden. Es gibt im Grunde wenig Verbindung nach außen, wenig Verbindung zu anderen Feldern, die im Bildungsbereich in der Profession sind. Das ist die Realität. Das haben wir kritisiert.”
