One thing is very important, and that is that in Germany we have to have consultations about courses of study and we have to carry out some diagnostics. I think we may then have to be very much more selective about the teaching profession, and we have to emphasize that it can be very demanding. This selectivity and this emphasis can be supported by the consultations and the diagnostics.”

„Manfred Prenzel: Ich würde gern versuchen, noch ein paar Ergänzungen vorzunehmen. Ein Punkt ist sehr wichtig, dass wir eine Studieneingangsberatung oder Diagnostik machen. Ich glaube, wir müssen den Lehrerberuf möglicherweise dann auch sehr viel selektiver werden lassen als er bisher war und unterstreichen, wie hoch die Anforderungen sind. Das kann mit Beratung, aber auch mit Diagnostik unterstützt werden.“

(Juergen Zoellner’s response continued:)”But even this problem can be resolved. We’re doing just that in the Rhineland-Palatinate. We’ve passed legislation and we’ve constructed teacher education centers in which various school representatives participate and vote. That means there’s been a paradigmatic change as far as the university is concerned. Professors are no longer the only ones who make decisions about students’ courses; they’re part of the decision-making process. They need people with practical experience who can also participate with them in this. That’s the way to do it. It’s logical that the university all alone would limit itself to the theoretical aspects of teacher education. Instead of that, they now have to be permanently connected, in the truest sense of the word and in an organized way, and they have to set up practical training for the future teachers, right from the first semester, so that the shock of teaching in a real classroom won’t be so great.”

(Antwort fortgesetzt – Jürgen Zöllner:) „Auch dieses ist lösbar. Wir machen es in Rheinland-Pfalz, im Gesetz festgelegt, durch die Bildung von Lehrerbildungszentren, in denen Vertreter aus dem Schulbereich mit Sitz und Stimme drin sitzen. Das heißt, es ist ein Paradigmenwechsel für die Universität, dass nicht nur deutsche Professoren über Studiengänge entscheiden können, sondern die stimmen und entscheiden mit. Sie brauchen die Leute aus der Praxis, nicht dass die irgendwann mal in der Praxis waren, sondern die müssen noch in der Praxis sein und an den Entscheidungen an der Universität auch inhaltlich teilhaben. Dann schaffen sie es. Die Universität alleine, das ist doch völlig logisch, wird sich auf theoretische Aspekte, auch in der Ausbildung, beschränken. Sie müssen es organisatorisch permanent verzahnen, im wahrsten Sinne des Wortes, und eben auch begleitende Praktika für die Studierenden vom ersten Semester an, damit eben der Praxisschock nicht so groß ist, etablieren.“

”Die Zeit: What I’m hearing in this discussion is that there’s a confrontation in Germany between the freedom to teach and do research on the one hand, and on the other hand the core curricula that have to be defined. Should teacher education in Germany still be a part of the university?
“Juergen Zoellner: If the university takes practical training and experience and allows it to be administered by outside organizations, then everything will be all right. What won’t work is making the university alone responsible for such training. Professors in Germany are so brilliant, that they can take the most beautiful program for practical training and experience and within one semester transform it into the grayest of theories.”

„DIE ZEIT: Darf man aber zwischendurch die Frage stellen: Ich höre hier, es gibt so eine Konfrontation zwischen der Freiheit von Forschung und Lehre und gewissen Kern-Curricula, die formuliert werden müssen. Gehört die Lehrerausbildung denn eigentlich noch an die Universität?
Jürgen Zöllner: Wenn die Universität die Praxis auch in die Hand nimmt und außeruniversitäre Einrichtungen hinein lässt, dann geht es. Es geht nicht, dass die Universität es alleine macht. Die deutschen Professoren sind so brillant, dass sie die schönste Praxis innerhalb eines Semesters in graue Theorie verwandeln können.“

(Rainer Lehberger’s response continued:) ”In our state – the Rhineland-Palatinate – we decided in 2001 that we wanted to do that, we wanted to make those changes. We made a decision to implement not a model, but a binding change in teacher education for 2003. We now have core curricula for most subjects. That means we now have control over what used to be the university administration’s prerogatives in arbitrariness and freedom. We’ve introduced obligatory education courses covering one third of each subject existing under the old system. And while students are studying for their bachelor’s degree, they’re allowed to take courses in other fields.”

(Antwort fortgesetzt – Rainer Lehberger:) „Dann sage ich das hier: Wir haben in Rheinland-Pfalz 2001 entschieden, dass wir es machen wollen. Wir haben eine – nicht ein Modell – verbindliche Veränderung der Lehrerausbildung 2003 beschlossen. Wir haben für die meisten Fächer schon Kern-Curricula. Das heißt, die Beliebigkeit, Freiheit der Universität ist da zu Ende. Wir haben verbindlich jetzt schon im alten System ein Drittel Erziehungswissenschaften eingeführt für jedes entsprechende Fach. Und wir haben eine entsprechende Durchlässigkeit in der Bachelor-Phase, die ab nächstem Jahr beginnen wird, zwischen den Schularten etabliert.“

”Rainer Lehberger: But the problem really is that at the moment we’re talking only about models and not about the content of teacher education in Germany – or very little about the content.
“No, not enough about content. That means that if we consider the three factors mentioned earlier, then we need binding guidelines regarding content. We need, in the end, a greater orientation toward actual practice in the classroom. That means shortening the first and second phases of teacher education. We also need an obligatory and binding portion of training in the subject matter that teachers will be teaching, a relevant portion. Right now in Germany, that subject matter – and not actual practice in the classroom – takes up about 90% to 95% of the curriculum of teacher education. We can make these changes.”

„Rainer Lehberger: Aber das Problem ist doch, dass wir im Moment nur über die Modelle sprechen und nicht über die Inhalte oder viel zu wenig über die Inhalte.
Nein. Das heißt, wenn wir die drei Sachen nehmen, wir brauchen letzten Endes verbindliche inhaltliche Vorgaben. Wir brauchen letzten Endes einen Praxisbezug, das heißt, eine Verschränkung von der ersten und der zweiten Phase. Und wir brauchen einen obligaten, verpflichtenden relevanten Anteil an Erziehungs- oder Bildungswissenschaften, wenn man zum Lehrer ausgebildet wird, und nicht praktisch 90 oder 95 % Fachwissenschaften. Das kann man machen.“

”Juergen Zoellner: I’d like to add something here, because I think Herr Lehberger’s right. Basically, we know what has to be done. We need professional teachers in Germany and not just people who are experts in their fields. We need this with regard to practical training and we need it in connection with more theoretical teacher training. We need it during the first phase of the future teachers’ university education and we need it later. We don’t need any more ‘models’, because it makes sense to create models only when we can afford to wait and evaluate their results. That means that the model might go on for five years and then the evaluation period can last another five years. Then after ten years, we begin the reform in Germany. We can forget all that.”

„Jürgen Zöllner: Ich würde da gerne anschließen, weil ich glaube, er hat was Richtiges gesagt. Im Grunde genommen wissen wir doch, um was es geht. Wir brauchen den professionelleren Lehrer und nicht den Fachwissenschaftler. Wir brauchen dieses über Praxisbezug und wir brauchen dieses über Verbindlichkeit der Inhalte der Ausbildung von Lehrerinnen und Lehrern, sowohl in der ersten Phase, das heißt, der universitären Phase, und auch später. Dazu brauchen wir keine Modelle mehr. Denn wenn wir Modelle machen, dann macht das nur Sinn, wenn wir die Ergebnisse der Modelle abwarten. Das heißt, das Modell dauert fünf Jahre, die Ergebnisauswertung dauert noch mal fünf Jahre. Und dann fangen wir mit einer Reform in zehn Jahren an. Dann können wir das alles vergessen.“

The first and second phases that I mentioned are at the moment widely separated – as Herr Zoeller said. When the young future teachers come to us after passing their first state exams, their instructors don’t know what competencies they’ve achieved. That means they begin at the beginning again in their training. That is of course very, very bad. By determining the competencies of the future teachers, we can better integrate the various elements of their training.”

Die erste und zweite Phase liegt im Moment – Herr Zöller hat es gerade schon mal gesagt – sehr weit auseinander. Wenn die jungen Leute ins Referendariat kommen, wissen die Ausbilder dort nicht, was sie eigentlich für Kompetenzen erreicht haben. Das heißt, sie fangen im Prinzip noch mal mit der Pädagogik von vorne an. Das ist natürlich sehr, sehr schlecht. Die Anschlussfähigkeit muss durch eine Bestimmung der Kompetenzen gesichert sein.“

“Germany Needs New Teachers” – Even at the Technical University of Munich? – 50
”Rainer Lehberger: Certainly a lot is being said about structures at this time, and that’s perhaps important, and the right thing to do, but that’s not the same thing as a reform of teacher education in Germany. What we need is a reform of the content of that education and a reform of the attitudes of those studying to be teachers. You can’t achieve that by simply introducing the system of bachelor and master’s degrees in Germany. What matters is what actually happens during the period of education, and there are three things that have absolute priority here.
“First, we need teacher training to be really connected with teaching. That means that the teaching profession must be the thing that is at the center of teacher training in Germany. We must concentrate more on professional competence and skills, and less on the subjects taught in the classroom.”

“Rainer Lehberger: In der Tat wird im Moment sehr viel über Strukturen gesprochen. Das ist vielleicht richtig und wichtig, allerdings eine Reform der Lehrerausbildung ist das noch nicht. Was wir brauchen, ist eine Reform der Inhalte und der Haltungen derjenigen, die dort studieren. Das können Sie nicht durch ein Bachelor/Master-Modell erreichen, sondern entscheidend ist, was dort tatsächlich passiert. Da gibt es drei Dinge, die absolute Priorität haben.
Erstens, wir brauchen einen Professionsbezug. Das heißt, der Lehrerberuf muss im Mittelpunkt stehen. Die beruflichen Fähigkeiten und Fertigkeiten und nicht die Fächer müssen im Mittelpunkt stehen. “
