He comes into his classroom today, goes to the blackboard with his book, and carries on his work the same way he did fifty years ago. It’s clear that education and medicine have developed quite differently in Germany in the last five decades.”

(Antwort fortgesetzt – Andreas Schleicher:) „Jetzt kommen wir wieder zum Lehrer aus den 50er Jahren. Der geht in sein Klassenzimmer, an die Tafel mit einem Buch und macht seine Arbeit wie immer. Das Beispiel Medizin zeigt doch gerade, wie sich zwei Professionen so unterschiedlich entwickelt haben.

(Andreas Schleicher’s response continued:) “Now transport these two people from the 1950’s to today’s world. The surgeon suddenly finds himself in a hospital; lights are blinking everywhere. He has to replace everything that is basic to him. He has to stay in constant touch with developments in his profession. For a physician it’s taken for granted now that he has to continue his education throughout his life, and remain in contact with other people. And it works. The physician practices his profession in a highly technological world, he’s in contact with other people, he works in a team, and he has to manage his practice as a business.”

(Antwort fortgesetzt – Andreas Schleicher:) „Projizieren Sie diese beiden Menschen aus den 50er Jahren in die heutige Welt. Der Chirurg steht plötzlich in einem Krankenhaus, überall blinken die Lichter. Er muss sich im Grunde austauschen. Er muss mit seiner Profession im ständigen Kontakt stehen. Für den Mediziner ist es selbstverständlich, dass er sich weiterbildet, dass er mit anderen Menschen in Kontakt ist. Das alles funktioniert. Der arbeitet in einer hoch technologisierten Welt, ist mit anderen Menschen in Kontakt, muss im Team arbeiten, muss sein Unternehmen managen.“

„Andreas Schleicher: Aber nehmen Sie doch mal das Beispiel. Medizin und Bildung ist ein guter Vergleich. Nehmen Sie in den 50er Jahren Chirurg und Lehrer. Da konnten beide im Grunde mit ihrem kleinen Köfferchen alle Probleme lösen, der Lehrer im Klassenzimmer, der Chirurg mit seinen Instrumenten.“

That means doing away with teaching plans and instead formulating learning goals that students have to reach. Herr Schleicher is certainly right about that. Success in school reform as a whole will come later. Teacher training is only one element in the structure.”

(Antwort fortgesetzt – Reiner Lehberger:) „Sondern wir müssen ihnen den Spaß an der Freud schaffen, so wie Sie es mit Recht gesagt haben, dass sie das, was sie tun, gerne tun, weil sie sich bestätigt fühlen, weil sie letzten Endes dort etwas gestalten können; und auch die Vorschriften über Lehrpläne wegnehmen und letzten Endes Lernziele formuliere. Da hat Herr Schleicher sicher recht. Der Erfolg wird nachher über die Reform im Schulsystem insgesamt kommen. Die Lehrerausbildung ist nur ein Baustein.“

Ja gut, es gibt auch eine neue Herausforderung über neue Schülerkonstellationen und so. Also, ich würde nicht meinen, dass die Tatsache, dass es nur drei Beförderungsstufen im Gymnasium oder ein oder zwei in der Grundschule gibt, dass das ein perspektivloses Leben ist.“

“Juergen Zoellner: I’ve always defended teachers, especially when it comes to the way society unloads an incredible amount of its problems on the schools – problems that society itself can’t seem to solve. I have to take exception, though, to the idea that teachers have no prospects for the future. When they’ve decided to work with generations of young people all their life in order to pass something valuable on to them – this in fact is the future that teachers have. It’s as if doctors were to say that they have no future because they have to go to work every day for the rest of lives and just deal with people who have head colds or appendicitis or something like that.”

„Jürgen Zöllner: Ich habe vorhin die Lehrer in Schutz genommen. Es gibt ja noch ein zusätzliches Element, dass die Gesellschaft unheimlich viel auf die Schule ablädt, was sie selber nicht zuwege bringt. Aber ich muss das relativieren mit der Perspektivlosigkeit. Ich halte es nicht für perspektivlos, wenn man sich dazu entschlossen hat, dass man immer wieder mit jungen, neuen Menschen zu tun hat und denen etwas weitergeben kann. Was soll denn da ein Mediziner sagen? Ich bin Mediziner, wenn man sich dazu entschlossen hat, dass man möglicherweise sein Leben lang immer wieder in die Praxis kommt, die haben immer wieder Schnupfen und immer wieder Blinddarm u.ä.“

That’s the way things are done in real life, and there’s no reason to think that the teaching profession is so different that there can’t be an open, transparent professional field of activity there as well. ”

Wir müssen ein differenziertes Berufsfeld schaffen, wo sich Lehrer entwickeln können, ein offeneres Berufsfeld, wo Lehrer im Grunde sich bewähren müssen, wo sie nach ihrer Arbeit auch bewertet werden. So funktioniert das im wirklichen Leben und es gibt keinen Grund, warum der Lehrerberuf etwas so Besonderes ist, dass das da nicht funktioniert – offenes, transparentes Berufsfeld.“

(Andreas Schleicher’s response continued:) “We can’t change the situation from one day to the next without money to open up the narrowness of the teaching profession in Germany. Teachers should not be confined to one type of school and one area of specialization. With additional funding, we can create a more open profession, where teachers could, through continuing education, approach and concentrate on certain problem areas.”

(Andreas Schleicher’s response continued:) “In Germany, if we don’t make the knowledge that teachers have part of a network, if we don’t do the same with school pupils, if we don’t evaluate, if we don’t get feedback, and if – this is the essential point – we don’t create support systems, then it doesn’t matter how much we expect from the teachers or how much autonomy, free space, and responsibility each school has. The whole thing will work only if there are support systems in the schools.”

(Antwort fortgesetzt – Andreas Schleicher:) „Wenn wir das Wissen der Lehrer nicht vernetzen, das Wissen der Schulen nicht vernetzen, nicht evaluieren, keine Rückmeldung schaffen und – da komme ich zum wesentlichen Punkt – wenn wir nicht die Unterstützungssysteme schaffen, wir können von Lehrern viel erwarten, wir können Schulen alle Autonomie, Freiräume geben, Verantwortung geben, wie wir wollen, das funktioniert erst dann, wenn die Unterstützungssysteme in den Schulen sein werden.“
