In this respect, a comment by former German chancellor Helmut Schmidt is completely correct: the national organization of German state ministers of education ought to be simply abolished.”

Ich weiß auch nicht, wie man Leute motivieren will, die man ja braucht für Reformen, wenn die Rahmenbedingungen über Jahre hinweg zerredet werden. Insofern ist das alte Wort von Helmut Schmidt richtig: Die KMK gehört abgeschafft“.

(Reiner Lehberger’s response continued:) “Where German universities are concerned, what I also find disastrous is the effect the current situation has on individual institutions that are working on curriculum reform. The politicians have issued no clear guidelines, and that has to be emphasized. The national organization of German state ministers of education has for a long time also not been in a position to issue standardized guidelines. The result is that the universities cannot start finalizing concrete reforms.”

(Antwort fortgesetzt – Reiner Lehberger:) „Desaströs finde ich das in Wirkung auf die einzelnen Hochschulen, wo an Studienreformen gearbeitet wird, wobei aber die Rahmenbedingungen durch die Politik bis heute unklar sind. Das muss man doch mal deutlich sagen. Die KMK ist bislang nicht in der Lage gewesen, einheitliche Richtlinien zu formulieren, so dass man auch in Konkretisierung an den Universitäten für die konkrete Reform dies dann angehen kann“.

“Reiner Lehberger: What is so disastrous is that at the last conference of European ministers of education in Bologna, it was decided that we have to adopt bachelor’s and master’s degrees (which were unknown in Germany until recently) and make them compatible with degrees from other European countries. The Sueddeutsche Zeitung called this decision a recipe for ‘spaghetti Bolognese’, because every German state is doing the same thing: going its own way in this matter. Herr Zoellner has already conceded that in principle.”

„Reiner Lehberger: Das Desaströse ist ja eigentlich, dass in Bologna formuliert worden ist, dass wir mit dem Bachelor und Master Abschlüsse haben, die dann europaweit kompatibel sind. Was wir erleben ist, was in der Süddeutschen Zeitung so formuliert worden ist: Spaghetti Bolognese. Jedes Bundesland macht das Gleiche. Das haben Sie ja im Prinzip auch konzediert, Herr Zöllner“.

(Juergen Zoellner’s response continued:) “It is precisely in the area of schools that teachers’ representatives are particularly subject to attempts at influence from various interest groups. This is the case with regard to anxiety over possible changes in the secure status of schoolteachers as civil servants with guaranteed lifetime employment, as well as changes in training. For this reason there’s no point in seriously discussing the question of training at a specialized teachers’ college, since such matters are loaded with symbolism for teachers.
“Andreas Schleicher: One more comment about mobility: I think this should mean more than geographical mobility. There should also be mobility between different kinds of schools in Germany, and mobility between subjects being taught. I think this is where we have to concentrate our efforts.”

(Antwort fortgesetzt – Jürgen Zöllner:) „Gerade im Schulbereich ist der Punkt, dass die Einflussnahme von Interessengruppen über die Lehrervertretung eminent stark ist – auch in Bezug auf die Angst vor Veränderungen, mit Beamtenstatus und mit der Ausbildung. Deswegen funktioniert es nicht, darüber ernsthaft zu diskutieren, das an einer Fachhochschule zu machen, weil das ja mit Symbolen verknüpft ist.
Andreas Schleicher: Noch ein Stichwort zur Mobilität: Ich denke, das muss mehr sein als regionale Mobilität, auch Mobilität zwischen Schulformen, zwischen Fächern. Ich glaube, das ist im Grunde das, worauf man hinaus muss“.

To that I would say that teachers are responsible for their schools, and that they will be proud to have their accomplishments measured by the standard of how well they have created a system compatible with local and federal responsibilities. If we fail to guarantee mutual respect and transparency – between German states and the federal government – in the area of teacher training, then we politicians don’t deserve to carry out the responsibilities we have been given.”

Dann sage ich Ihnen: Natürlich wird sich der Stolz der Länder, dass sie für ihre Schulen zuständig sind, daran messen lassen müssen, ob sie in der Lage sind, ein kompatibles System zu erzeugen. “Die Zeit: One criticism that the OECD always makes is that in Germany people are not very willing to move from place to place for the sake of their work.
“Some good examples of mobility problems among the various German states have already been mentioned, examples where artificial barriers are erected that lack all rational basis.”

Die Zeit: Eine klassische Kritik der OECD ist die mangelnde Beweglichkeit in Deutschland.
Mobilität zwischen den Bundesländern, Sie haben gute Beispiele genannt. Da werden künstliche Barrieren aufgebaut, die jeder sachlichen Grundlage entbehren.“

I think what really motivates people are prospects for professional development, specialization, and greater complexity in their work. Imagine such things were never attempted in a company; people were simply fired and then the company said, ‘We’re going to start looking for new people’. It would still be faced with the same problem. Management would still have to ask itself, ‘How can we realize the potential that lies dormant in the minds of these people. How can we make use of that potential? How can we let these people’s capabilities be most effective?’ That’s what it’s all about.”

Ich glaube, die Perspektiven für Entwicklung, für berufliche Entwicklung, Spezialisierung, Differenzierung ist das, was Menschen motiviert. Stellen Sie sich das doch nicht im Unternehmen so einfach vor, als ob man da die Leute reihenweise entlässt und dann einfach sagt, ich suche mir jetzt neue. Da muss man sich als Unternehmer überlegen, wie kann ich mit dem Potenzial, das in diesen Köpfen steckt, umgehen. Wie kann ich das nutzen? Wie kann ich die Fähigkeiten, die die Menschen einbringen, wirklich hier wirksam werden lassen? Darum geht es“.

“Germany Needs New Teachers” – Even at the Technical University of Munich? – 110
“Andreas Schleicher: I have to say that the model that the Rhineland-Palatinate has developed corresponds fairly well to what we in the OECD have been suggesting, although we’ll have to wait until it’s finally put into practice before we can evaluate it. The model places great weight on pedagogy at the beginning, on the reality of teaching in schools. It does this in the first phase of teacher training, not just in the second stage. It also tries to clearly evaluate whether someone is really suited to teaching children. The master’s degree program builds on all that by expanding the teachers’ knowledge of their subject area. This sort of program will be implemented in many German states. This is the way things have been going in a country like Finland for many years.”

„Neue Lehrer braucht das Land“ – auch die TU-München? – 110
„Andreas Schleicher: Ich muss schon sagen, das Modell, das Rheinland-Pfalz entwickelt – wie das dann umgesetzt wird, wird man später bewerten müssen – entspricht in etwa dem, was wir in der OECD vorschlagen. Also am Anfang ganz starkes Gewicht auf die Pädagogik, starker Schulbezug in der ersten, nicht erst in der zweiten Lehrerausbildungsphase, klare Bewertung auch, sind Lehrer für diesen Beruf geeignet. Dann Master, wie das strukturiert ist, ist im Grunde egal, aber im Grunde baut darauf die Fachausbildung auf. Das wird auch in vielen anderen Ländern so gemacht. Wenn Sie in ein Land wie Finnland schauen, da läuft das seit vielen Jahren auf dieser Bahn“.
