The Punjab Chief Minister has announced his intention to appoint S.S. Virk Director General of Punjab Police (scroll to second article). Virk has been accused of human rights violations, however, and the party of former MLA Simranjit Singh Mann has written a memorandum in protest of this decision. Furthermore, his very appointment goes against normal procedures.
It is alleged in the memorandum that Mr Virk was responsible for killings of the youth during the militancy period along with certain other officers. Other allegations levelled in the memorandum include his connivance with smuggler Paramjit Singh Pamma for conspiring the killings of innocents during the phase of terrorism and the “extrajudicial murder” of militant leader Dharam Singh Kashtiwal.
The sources said his continuation in deputation with the Punjab Government in suppression of the existing rules had been cleared at the highest level to pave the way for his appointment as the next DGP.
Virk served as Deputy Inspector General of the Central Reserve Police Force during the counter-insurgency movement and has been implicated in cases of torture and extrajudicial execution.
