On June 1, Justice Ranjit Singh Narula, former Supreme Court of India judge and former Punjab and Haryana High Court Chief Justice, passed away.


Justice Narula was on the Citizen’s Justice Committee when the government appointed the Mishra Commission to investigate the 1984 pogroms. The Committee was composed of, among others, Justice Narula, Soli Sorabjee, General JS Aurora, and Justice Tarkunde. When it appeared that Justice Mishra would ignore all affidavits filed in the case, the Citizen’s Justice Committee withdrew from the commission.


After looking into allegations against politicians Sajjan Kumar and HKL Bhagat for their role in the 1984 pogroms, the government appointed the Narula Advisory Committee in 1994 to “review the status” of the recommendations made by former commissions appointed to investigate the 1984 pogroms. These commissions include the Potti-Rosha, the Kapur-Mittal, and the Jain-Aggarwal commissions. Justice Narula specifically highlighted the repeated failure by police to take action against Bhagat and Kumar.
